Agile Delivery Powering Transformation

Agile delivery now underpins the change and transformation programmes shaping organisations across the Netherlands. From financial services and energy to transport and the public sector, Scrum and scaled agile are used well beyond software teams, and the strongest Scrum Master and Agile Delivery Manager roles rarely surface on general job boards.

We connect experienced agile delivery specialists with organisations across fintech, insurtech, greentech and transport, helping them find opportunities where they can lead real transformation programmes, work with mature ways of working and deliver change that creates lasting value, from a single product team through to organisation-wide change.

Establishing your career in Scrum & Agile Delivery

Expert advice from Country Director, Jo Callaghan

Establishing your career in Scrum & Agile Delivery

The strongest Scrum Masters and agile delivery managers combine facilitation craft with the commercial and governance judgement to work across programmes. These are the skills we see most consistently across the roles we recruit for in the Netherlands:

 • Facilitation and servant leadership: running ceremonies and removing blockers without dictating how the team does its work, which sits naturally with the flat, consensus-driven way many Dutch teams operate.
 • Stakeholder management: translating between delivery teams and the business or programme sponsors funding the work.
 • Conflict resolution: agile teams surface disagreement early by design, and someone has to work through it constructively.
 • Delivery and dependency management: tracking how one team's work affects another's, especially on multi-team programmes.
 • Technical fluency: enough understanding of software engineering or DevOps practice to work credibly alongside engineers, without needing to be one yourself.
 • Governance awareness: larger programmes, particularly in the public sector and regulated industries such as financial services, still need delivery reported and controlled in a way that satisfies programme governance, even inside an agile framework.

Scrum, agile and delivery pay in the Netherlands rises with the scope of what you run, from a Scrum Master owning one team's delivery, to a delivery manager running several, to a programme manager or head of delivery owning a portfolio and its outcomes. The biggest step is from one team to many, where stakeholder, supplier and budget skills count as much as agile craft. Regulated sectors such as fintech and insurtech value governance experience, and much of the work is contract, so how an engagement is structured under the Wet DBA matters as much as the rate.

Seniority Level Typical Permanent Salary
Scrum Master €35,000 – €60,000
Senior Scrum Master / Agile Coach €30,000 – €74,000
Agile Delivery Manager €41,000 – €92,000
Senior Delivery Manager / Programme Manager €70,000 – €138,000
Head of Delivery / Portfolio Director €88,000 – €156,000

Agile delivery pay in the Netherlands follows the scope of the programme more than the postcode. Amsterdam and Rotterdam lead on project and delivery management, Eindhoven's engineering programmes support strong Scrum Master and coach pay, and hybrid working keeps the gaps narrow.

Seniority Level Typical Permanent Salary
Amsterdam €60,000 – €85,000
Utrecht region €46,000 – €74,000
Rotterdam €48,000 – €60,000
Eindhoven €59,000 – €70,000
Netherlands overall €30,000 – €74,000

Scrum Master to Senior Scrum Master or Agile Coach is the first step for most people, deepening facilitation and coaching skill within a single team or a small number of them. From there, the path typically splits: staying close to delivery and moving into Agile Delivery Manager or Programme Manager, running multiple teams or a full programme, or moving further into organisational change as Head of Agile, Head of Delivery, or Portfolio Director, where the job becomes shaping how an entire organisation works rather than running one team's ceremonies.

Unlike some of the niche ERP platforms we cover, certifications in scrum and agile are useful. Certified ScrumMaster (CSM) from Scrum Alliance and Professional Scrum Master (PSM) from Scrum.org are the two most commonly cited entry-level credentials, and SAFe (Scaled Agile Framework) certifications carry real weight once you're working across multiple teams or a full programme rather than one. In Dutch public sector and programme environments, project management qualifications such as PRINCE2 are also widely recognised alongside agile ones. None of them substitute for real facilitation experience, but arriving with none is a disadvantage against candidates who have them.

Move forward your scrum & agile delivery career

No, not on the evidence of how teams actually work. Expect AI to take over more of the administrative side of the role, such as backlog grooming, reporting and meeting notes, which frees up more time for the facilitation and stakeholder work a model can't do. It also brings new questions that someone has to handle: in the Netherlands, AI note-takers and team analytics raise AVG and works council questions, and Scrum Masters often end up helping teams navigate them. The role is shifting towards coaching, judgement and governance, not disappearing.

The market has settled into a more balanced place. Employers are more selective than a couple of years ago, budgets are more cautious, and the strongest roles sit inside regulated, complex programmes, where experienced delivery specialists remain hard to replace even as the wider tech hiring market cools. Contract work is common, and stricter enforcement of the Wet DBA, the Dutch false self-employment rules, since January 2025 has made how engagements are structured a bigger part of the conversation than it used to be. For candidates, that means experience in regulated sectors and a track record across multi-team programmes carry real weight.

Mostly hybrid. Hybrid working is the norm across Dutch tech, where the Netherlands leads the EU for working from home, and agile ceremonies translate well to video calls once a team has settled into its rhythm. The clear exception is work that needs formal security screening, such as some government and defence programmes, where on-site attendance is more common and the screening process can add time, a genuine, separate segment of the market rather than the hybrid-friendly norm. Contract work is common throughout, and freelancers usually quote hourly, with how an engagement is structured under the Wet DBA mattering as much as the rate.

Agile delivery specialists work across a wide range of industries, and the sector matters more here than for most tech specialisms, because the programme you're delivering shapes the job as much as the framework does:

 • Financial services, fintech and insurtech: digital transformation and regulatory change programmes, centred on Amsterdam, where Dutch banks pioneered agile at scale.
 • Public sector and defence: large programmes, particularly around The Hague, which may require a formal security screening (VGB).
 • Energy and infrastructure: grid modernisation and the wider energy transition, where congestion on the Dutch grid keeps delivery specialists in demand as programmes scale.
 • Transport and logistics: port, rail and logistics technology programmes, notably around Rotterdam.
 • High-tech and engineering: complex, multi-year engineering programmes around Eindhoven, increasingly running agile delivery alongside traditional project management.
 • ERP and systems integration: large enterprise implementation programmes run on a similar delivery model to the software platforms we cover elsewhere.
 • Insurance and other regulated industries: digital transformation programmes here follow much the same pattern.

We start with framework and scope: whether you're running one team's Scrum or an entire programme, since those are different jobs even under similar titles. Sector experience and seniority come next, along with whether a role needs a formal security screening and whether you're looking for permanent or contract work. Every role gets talked through with you properly first, including help preparing for the interview itself where it's useful, so nothing goes to a client until you know exactly what you're applying for.
