Change only lands when the right people lead it.
Programmes that drift past their business case, agile teams that adopt the ceremonies without the outcomes, and a works council brought in too late to shape the plan: these problems rarely start with the strategy. They start with a hire chosen for familiarity with a methodology rather than a proven ability to make change stick.
Change & Transformation hiring for you
From our Netherlands Leadership team.
Assessment starts with your brief, before we find the right-fit candidate for your role. A programme being mobilised needs a different leader from one being rescued or brought in to land. An organisation moving from project-based delivery to product teams needs a different scrum master from one already running agile at scale. We establish the following before we search:
- where your transformation is
- how change is governed
- how much influence the role will have
We then use that context to shape how we assess each candidate, testing how candidates have applied a framework, not whether they know it:
- Agile and delivery specialists: when SAFe or Scrum did not fit an organisation, did they adapt it or enforce it?
- Programme managers: have they re-scoped or stopped work that was no longer delivering value, rather than simply reporting it as amber?
- IT change managers: we explore how they have balanced faster release cycles against service stability, and whether they reduced change bureaucracy or added to it.
- PMO professionals: has their reporting ever changed a leadership decision?
- Business analysts: have they challenged a requirement as well as documenting it?
Permanent and interim briefs are assessed differently, too. An interim specialist needs to read a situation and make an impact within weeks. A permanent hire needs to build capability that outlasts their own involvement. Only candidates who show that depth reach your shortlist.
We recruit across technology-led change and delivery, from analysis to transformation leadership. Our consultants focus on this market, so your brief is assessed by someone who understands what the role requires:
- Business Analysts: business analysts, functioneel ontwerpers and process analysts who translate business need into requirements that development teams can build, and who understand how those requirements are governed and tested.
- IT Change Management: IT change managers and change enablement specialists who manage risk to live services, alongside verandermanagers and change leads who drive adoption and bring people through organisational change.
- PMO: PMO officers, projectcontrollers, PMO leads and portfolio managers who provide the reporting, governance and financial control that help leadership make decisions.
- Project & Programme Management: project managers, programme managers and transformation leads who deliver benefits as well as milestones, from single technology projects to multi-year change programmes.
- Scrum, Agile & Delivery: scrum masters, agile coaches, release train engineers and delivery managers who embed ways of working that last, including agile at scale across multiple teams.
In-house teams
Here, our conversation lean into team composition, technical culture and long-term fit as much as individual skillsets. We appreciate when you're building your own change capability, the right hire earns credibility with both the business and IT, and moves forward despite business-as-usual pressure. We’ll also help you decide which roles to make permanent, where interim support still adds value, and how to sequence hires without losing momentum.
Consultancies, system integrators and detacheringsbureaus
Here, we put more emphasis on skill led & delivery focused briefings, we know when you're resourcing client programmes, candidates must be client-ready from the first day and able to adapt to unfamiliar cultures. Start dates are often tight, and client requirements, including certifications, can be specific. We work to those constraints, alongside rates and commercial structure.
How we engage
We offer contingency, retained and contract hiring. see our permanent recruitment and contract hiring pages.
We support organisations whose technology change carries real commercial and regulatory weight. We recruit change and transformation professionals for:
- Fintech: payments, lending and banking platforms, where DORA has raised the bar for how technology change is governed and evidenced. Some Dutch financial institutions are documented pioneers of agile at scale, so delivery roles in this sector often demand experience beyond a single team.
- Insurtech: insurers and insurance technology businesses replacing legacy policy and claims systems. These are long-running programmes where business analysis, data migration planning and regulatory alignment determine success. DORA applies here too.
- Greentech: energy and sustainability organisations delivering technology change as part of the energy transition, including programmes responding to grid congestion (netcongestie). Programme management and PMO capability are critical when timelines depend on infrastructure.
- Transport and logistics: port, rail and supply chain businesses digitalising operations that cannot stop while change happens. IT change management and release governance matter as much as delivery speed.
Specialist recruitment improves every stage of change and transformation hiring: sourcing, assessment, market intelligence and network reach. Generalist recruiters can fill these roles. The cost shows up later, installed programmes, lost stakeholder confidence and the disruption of replacing someone mid-transformation.
- Sourcing on delivery evidence: our consultants look for what candidates have delivered, governed and changed, not for certifications and job titles matched against a job description.
- Honest candidate assessment: we test stakeholder management, governance experience and how candidates have handled resistance to change before they reach your interview stage. We don't pass every applicant through and leave you to filter.
- Market intelligence you can use: salary benchmarks, hourly interim rates, realistic availability and an honest view of what your brief will attract in the current Dutch market. We tell you what is true, not what you want to hear.
- Deep candidate networks: relationships with change and delivery professionals built over time, across disciplines and seniority levels, including people who are not actively looking and not on job boards.
- Permanent and interim expertise: we work across permanent, fixed-term and interim hiring and we understand the compliance and commercial structures of each.
- Sector knowledge: we understand the change context of fintech, insurtech, greentech and transport, and that knowledge shapes the brief, the search and the shortlist.
Change & Transformation Market intelligence

A small number of frameworks and tools appear consistently across the change and transformation briefs we work on, although the mix shifts by organisation, sector and delivery maturity.
Delivery and governance frameworks:
- Scrum and Kanban at team level, with SAFe common where organisations coordinate agile across many teams.
- PRINCE2 and MSP still underpin project and programme governance in more traditional and regulated environments.
- Many Dutch organisations run a hybrid of the two, so candidates who can work across both are well placed.
- Work and portfolio management: Jira and Confluence for delivery teams, and Azure DevOps in Microsoft-centric organisations. Portfolio and resource planning tools support PMO and portfolio roles, with Power BI increasingly used for PMO reporting.
- Service and change management: ServiceNow in larger enterprises, alongside TOPdesk, which is widely used in Dutch organisations. Both support IT change managers working within ITIL-aligned change processes.
- Analysis and design: process modelling in BPMN, requirements and user story writing, and functional design documentation (functioneel ontwerp). Data literacy is increasingly expected of business analysts working on data-heavy change.
- Regulatory context: in financial services, familiarity with DORA has become part of the skill set for change roles, not just compliance roles.
- A tool can be learned in weeks. Knowing which governance model fits your organisation, and when to adjust it, takes years of delivery experience. We assess for that before a candidate reaches your shortlist.
Change and transformation pay in the Netherlands in 2026 varies by role, seniority and sector, in both permanent (gross annual base salary, EUR) and interim (hourly rate excluding VAT, EUR) terms. Permanent ranges below run from the 10th to the 90th percentile of current market data reports.
- Business Analyst (IT):\u003c/strong> €40,000 to €70,000 permanent for mid-career analysts, rising to around €82,000 at experienced level; around €102 per hour interim.
- Scrum Master: €30,000 to €74,000 permanent; around €102 per hour interim (scrum masters and agile coaches).
- IT Project Manager: €34,000 to €99,000 permanent; around €112 per hour interim.
- Change Manager: €43,000 to €110,000 permanent.
- PMO Manager: around €55,000 to €72,000 permanent (indicative, small sample).
- IT Programme Manager: €70,000 to €138,000 permanent.
When comparing offers, factor in the statutory holiday allowance (vakantiegeld) of at least 8% of gross salary, plus any 13th month under a collective agreement. Interim rates also cover the professional's own pension, holiday and non-billable time, so they don't compare directly with annual salaries. For hiring managers, AI is increasing the amount of change to deliver. As Ai is being brought in and implemented within business there’s a change programme, with processes to redesign, teams to bring along and new ways of working to embed. This has three practical implications for your hiring.
Plan change capability into AI investment. AI initiatives are often scoped as technology projects. Adoption, though, depends on the people and process side: stakeholder alignment, training, and redesigning how workflows. Organisations that budget for change management and business analysis alongside technical delivery give their AI investment a stronger chance of landing.
Hire for the Dutch governance context. Introducing AI tools that process employee data or monitor work can require consent from your ondernemingsraad. The EU AI Act places AI literacy obligations on organisations deploying AI, and the AVG continues to govern personal data. Change leaders who have delivered under these requirements can keep an AI programme moving without stalling at approval stages.
Rethink your team shape. AI tools now handle much of the routine reporting, documentation and first-draft analysis in delivery teams. For some organisations, that may shift the balance of a PMO or analysis function away from administrative capacity and towards people who can interpret, challenge and act on what the tools produce. Prior experience of using AI responsibly within delivery is becoming a useful criterion.
